Potato surplus quota: the 20 kg per tonne mechanism

Pilot assumption: Bahar county has hit the potato ceiling. Verified production, from the seed receipt and a harvest estimate, mints 20 kilograms of surplus-export right per tonne. The desk example is 7.2 tonnes in the wallet, not the whole crop.

The token expires. In the sample, 1405/09/15. After that the right burns so next season’s surplus does not pile up on paper. The delivery point is written on the token.

If export does not pay, the same surplus can go to a french-fry line or a cold store with spare capacity. A shop takes only what fits its weekly volume.
